Yes, but it's easier just to change the language option to English in Control Panel.

Yes, any kind of computer set coming from any countries can be installed with any version/language of operating system. Operating systems are made with different languages. Settings of computers on global languages cannot change totally the language version of the computer but will change some features using language settings. In order to be able to change into English version, you need the English vista installer CD. You can have it by buying the OEM or to a licensed market for a licensed software. Getting some trial for english Vista can also be availabe and have some 30~60 days trial to purchase for the licensed upgrade.
